NOTE: Depending on your Access Control settings, some features described in this documentation may be different or not available.

Enforcement brings together information located in Accounts, Backflow Devices, Non-Potable Sites, Tools, and Workforce to produce documents associated with enforcing rules and regulations. Enforcement records document the actions taken to certify backflow devices, inspect water services, inspect non-potable water use, perform cross-connection tests, and manage major violations.

Users with the appropriate Access Control setting are provided the tools necessary to produce Enforcement documents. Document generation is automated, but manually initiated, and the documents generated are stored as database records for re-use or archival purposes.

Actions

The Actions category contains the tools necessary to monitor and notify users of required acts needed to conform to the rules and regulations associated with cross-connection control. These acts include generating notices and letters to be sent to water service customers and/or in-house personnel. When notices and letters are generated, corresponding database records are created and monitored for compliance.

If the user has the proper level of Access Control, BackTrack will display a "Actions Required" pop-up alert in the lower right corner of the application window whenever it detects enforcements required to maintain regulatory compliance. Clicking on the actions required pop-up alert will open the Actions Required form.

The "Actions Required" form displays a list of all detected enforcement actions required to maintain regulatory compliance. To perform an action required, select a item in the list and either double click on the selected item or click on the Perform Action tool in the toolbar. A printer can be selected for each action required before performing the action.

Important: Before performing any actions, make sure the selected printer is loaded with enough paper to complete the operation and is ready to print. Performing any selected action will first prompt you for conformation, then start printing the notices / letters and creating the appropriate enforcement records. Once the notice generation begins, it can be canceled at any time. Notice generation may take several minutes to complete. It is a good idea to close all inactive applications to free up computer resources for the notice generation process.

Backflow Device Testing
The backflow device testing section is divided into the following categories:

Test Notices
Test Notices contains all "Notice to Test" notices generated by the Actions Required notice generation process. These notices include first, second, and final notice to test notices sent to water service customers for backflow device certification. Double clicking or pressing the enter key on any selected record within the data grid opens the document. Once the document is opened, it can be printed, emailed, or saved to file.

Repair Notices
Repair Notices contains all "Notice to Repair" notices generated by the Actions Required notice generation process. These notices include first, second, and final notice to repair notices sent to water service customers for backflow device certification. Double clicking or pressing the enter key on any selected record within the data grid opens the document. Once the document is opened, it can be printed, emailed, or saved to file.

Tests
Backflow device test records are manually entered into BackTrack using the completed test report submitted by the certified tester. Data entry fields are provided that match the appropriate fields entered by the tester for each device type.

Pass/Fail grades are automatically calculated based on user-defined parameter located in the Application Settings.

All backflow device tests now contain data fields for the following:

  • Gauge Serial Number
  • Meter Read
  • Inlet PSI

Device tests for detector type backflow devices now contain a Detector Flow checkbox that indicates if flow has been detected. The Detector Flow checkbox is included in tests for DCDA, RPDA, RPDAII, and DCDAII devices.

The Gauge Serial Number field is automatically populated using the value entered for the certified tester's gauge serial number. The Gauge Serial Number field in the backflow device test form can be modified in case the tester used a different gauge.

The Meter Read field holds the reading taken from the water meter at the time of the backflow device test.

The Inlet PSI field holds the static water pressure at the inlet side of the backflow device at the time of the backflow device test.

Potable Water Service Inspections
Records in the Potable Water Service Inspections data grid represent either existing potable water service inspections or potable water services in the inspection queue awaiting inspection.

Non-Potable Site Inspections
Records in the Non-Potable Site Inspections data grid represent either existing non-potable site inspections or non-potable sites in the inspection queue awaiting inspection.

Cross-Connection Tests
Records in the Cross-Connection Tests data grid represent either existing cross-connection tests or non-potable sites in the cross-connection test queue awaiting testing. Cross-Connection Tests are performed by Cross-Connection Specialists.

Major Violations
Records in the Major Violations data grid represent violations that are not typically encountered during testing or inspection processes. NOTE: This portion of BackTrack is visible to everyone but fully functional only if you have the appropriate Access Control (security) settings. Only users with Enforcement Officer or Application Administrator Access Control settings are able to enter new records or modify existing records.

Service Terminations
Anytime a final enforcement document becomes due and the water service customer has not complied with the enforcement document, a water service termination letter is generated and a service termination record is created.
